The first thing is to create a quality content so people will hunger for information. Make a research about things that related to your blog. Make sure to maintain your content originality at the highest percentage as possible. If you have to borrow information from other blogger make sure to give them credit. Credit can be given by showing link to your resources.

Top commentators feature.
To have a top commentators feature will attract people to participate on your blog comments. People are looking for something that will benefit them and top commentators will give backlink to their blog. Make sure to give a dofollow backlink. However this will also lead to comment spam. What you need to do is to set your comment setting with approval on every comment post before published.
